Strange Bio-Security

Despite all horses being vetted into the Perth Showgrounds, one was found to show flu-like symptoms on the 29th September. Tests were taken and rushed for analysis, but despite the Royal Show Society suggesting the horses should be locked down until the results returned, the WA DPI removed the affected horse along with the horse stabled either side of it! Fortunately the horse did not have EI, but if it had, would not its removal have caused further spread of the disease, and does this action not go contrary to everything we have heard should and will happen?
